POSITION OVERVIEW AND PRIMARY DUTIES AND RESPONSIBILITIES (ESSENTIAL FUNCTIONS):

GIS Analyst to work as part of a team to provide interdisciplinary GIS support for NASA environmental, facilities, logistics, emergency management, safety, economic development, and other agency functions. The Scientist II operates with a degree of independence under established policies and procedures. Maintains technical correspondence with customers, their representatives, and contact with other NASA GIS personnel. Works under the direction of the GIS Lead and Program Manager and in direct contract support of Center Operations at NASA’s John C. Stennis Space Center.

  • Utilizes Portal for ArcGIS and the ArcGIS Application Programming Interfaces to develop applications and maps to support Environmental, Emergency Management, Master Planning, Site Selection, and Interior Facility Management.
  • Development/configuration of intranet-based GIS applications including design, modification, maintenance, and documentation.
  • Develops workflows to perform recurring tasks and automates repetitive processes using ModelBuilder and Python Scripting.
  • Converts Revit models and CAD-based system drawings to GIS data to support 3D modeling effort.
  • Performs data development, data conversion, advanced spatial analysis, and development of high-quality cartographic products.
  • Edits geospatial data to maintain accurate representations of agency assets and to enable integration with agency databases. Conducts minimal field investigations and surveys.
  • Supports environmental compliance document development and projects with GIS analysis and maps including Environmental Justice, CERCLA Modeling, Wetland Mitigation, Wildlife Mapping/Studies, Invasive Species, and Spill Prevention.
  • Provides preliminary technical support for Esri software to NASA GIS Users.
  • Applies critical thinking and problem-solving skills to resolve issues and devise new techniques and functionality helpful to the agency.
  • Independently performs project assignments and is responsible to the GIS Lead. Reports activity to the GIS Lead on a weekly basis as part of contract reporting requirements.
  • And all other duties as assigned.
REQUIRED QUALIFICATIONS AND EXPERIENCE:

Required Education and Experience:

  • Bachelor's degree in GIS, Geography, Computer Science, Information Systems, Environmental Sciences or Remote Sensing from an accredited college or university, and at least four years’ experience, or an Associate’s degree in a relevant discipline with six or more years of direct experience required with demonstrated ability Bachelor's degree in GIS, Geography, Computer Science, Information Systems, Environmental Sciences or Remote Sensing from an accredited college or university, and at least four years’ experience, or an Associate’s degree in a relevant discipline with six or more years of direct experience required with demonstrated ability.
  • Proficiency with ArcGIS Pro, ArcGIS Enterprise, Enterprise Geodatabases, and Office 365.
  • Experience with database management, cartographic design, spatial and data analysis, database integration, GPS collection, web service publishing/administration, and RDBMS administration.
  • Must be able to effectively use verbal and written communication skills, prepare reports, presentations, and proposals and interface comfortably with government customers. 
  • Excellent customer service skills and a high degree of professionalism.
  • Great organizational and time management skills.
  • Strong attention to detail.
  • Occasional lifting up to 50 pounds.
  • Requires fine motor skills and visual acuity.
  • Pursuant to the Government Contract, you must be a U.S. Citizen.

Preferred Education and Experience

  • Geospatial data standards.
  • GIS web mapping application development experience with Story Maps, Experience Builder, and the ArcGIS API for JavaScript.
  • Experience with the ArcGIS API for Python and ModelBuilder.
  • ArcGIS Online
  • Must be able to obtain and maintain a NASA PIV badge.
  • Must pass and maintain a NASA background investigation.
